To design and implement the overall human resource strategy and to lead the creation of appropriate HR policies and processes.
The role-holder would also be responsible for creating and promoting a high-performance culture while ensuring an atmosphere of mutual respect and cooperation amongst all employees.
Strategy Design and Implementation
Design the HR strategy and implementation roadmap for GSTN - aligned to the organizational plans and best practices in order to support GSTN in meeting its objectives.
Plan the Human Resource budget during the internal budgeting exercise and communicate the same to the leadership team.
Work in close coordination with the Departmental Heads to capture their key expectations from the human resource function and provide them efficient service.
Coordinate with the departmental heads to understand the organization’s manpower requirements; Ensure skilled human capital in the right numbers to support organizational objectives.
Oversee the design and implementation of recruitment, selection and induction channels, policies and procedures in order to attract, select and retain the ‘Best Talent’ within GSTN; Create the differentiation and ensure the seamless acquisition of talent from market as well as on deputation on the rolls of GSTN and also acquisition of off-roll resources, whenever required.
Coordinate with consultants/third party agencies (if applicable) to acquire right talent for the organization.
Understand and ensure adherence to DoPT/other government guidelines (as applicable) for recruitment of Government servants on deputation.
Talent Management and Development
Oversee the development and implementation of consistent and law-compliant human resource policies and processes across GSTN.
Oversee the design of a compensation philosophy which meets the strategic objectives of GSTN and supports attraction and retention of key talent.
Provide the overall supervision and guidance to the performance management process, accomplish the annual performance appraisals of employees and monitor the efficacy of the performance management framework.
Oversee the design and implementation of learning and development policies and processes including training needs identification, conduct of training programs and training evaluation.
Ensure differentiation in talent management/HR management processes and policies (wherever required) for employees on deputation and ones on the rolls of GSTN.
Oversee the design and implementation of employee engagement initiatives at GSTN in order to build a highly motivated and engaged workforce.
Oversee the design and implementation of various culture building initiatives across GSTN to create a work environment which is conducive to achieving organizational objectives.
Coordinate with consultants/third party agencies (if applicable) for various HRM interventions.
Ensure effective management of employee lifecycle and track the efficiency metrics of various HR processes from Entry to Exit.
Ensure effective resolution of grievances relating to HR policies, systems and processes.
Ensure automation of HR systems and link all HR-related processes and database within an integrated IT enabled framework.
Coordinate with consultants/third party agencies (if applicable) for pertinent HR operations outsourcing interventions.
Take an active role in recruitment of incumbents into own team.
Conduct formal performance appraisal and provide developmental feedback for own team.
Identify training needs of subordinates and provide functional training inputs through internal and external sources.
Ensure timely preparation of MIS and status updates for circulation to the Top Management and other authorities as may be required.

Key Attributes & Skills:
MBA/PG Diploma in Human Resources/any similar degree or diploma in HR with around 12-16 years of experience across various domains of the HR function in a large private/public sector organization.
4-5 years of experience in specialist HR roles.
Experience of designing and conducting human resource management and organization development interventions in large organisations.
Experience in handling recruitment, managing day-to-day human resource operations, organising internal training and development activities of employees, managing employee benefit programs, preparing, updating and implementing human resource policies and procedures, maintaining employee records etc.
Experience of setting up and leading the HR Function in an IT organization/start-up organizations with over 100 employees/PSU organization will be desirable.
